Former Attorney General Merrick Garland is partly to blame for Donald Trump's corrupt behavior after Trump was re-elected. As Attorney General, Garland refused to prosecute Donald Trump for corruption during his first four years in office, even though Trump's actions violated the Constitution's anti-corruption Emoluments Clause.
