two things to keep in mind
- the comment period is unusually short (45 days, it closes July 13th)
- they have explicitly stated that since they do not discuss the indirect costs situation in this proposal for rule changes they will throw out comments that mention it and I don't know if that means comments which only talk about that or if it's even mentioned in passing your comment will be thrown out
No one has a letter template up that I'm aware of yet.
