Quick reminder: The office of President of the United States does not actually confer any direct power over names. It confers some power to change what things are called in government documents and databases, which can have downstream effects on things that rely on those databases, but changing what's in those databases in order to force a name change is kind of like altering someone's portrait in an attempt to change their appearance. All it actually does is make it less accurate.
