Other people doing this work: look at TLS ciphers, HTTP 2/3 support and behaviour if you start sending invalid data (what happens if you drop, slow or corrupt connections?)

Local caching should be a first class feature of all package managers.

That wouldn't fix mcc's issue here as you can see downthread, but respecting and designing for limited bandwidth would go a long way to fixing things
