Latvian PM urges Europeans to give up one beer a year to help Ukraine

Latvian Prime Minister Andris Kulbergs told journalists in Brussels on Thursday 15 October that helping Ukraine would require each EU resident to donate only the equivalent of the cost of one beer a year.

Source: European Pravda, citing Delfi

Details: Kulbergs stressed the need to continue supporting Ukraine and strengthen sanctions against Russia.

He also urged people to focus less on their own comfort, noting that supporting Ukraine comes at a cost.

In particular, the Latvian prime minister suggested that every European drink one fewer beer a year and donate the money saved to Ukraine.

Quote from Kulbergs: "It is one bear less for one European a year. We can afford that. But Ukraine needs it now. That one bear is just a cost, there [in Ukraine], it's a cost of life. We drink less – there, lives are saved."

Background:

• In early October, it emerged that, in response to Ukraine's request for support, the Latvian government had approved the provision of humanitarian aid to Ukraine from the country's healthcare sector, including medical equipment for patient care and emergency treatment, as well as ambulances.

• In addition, Latvia's Economy Ministry will use remaining funds to purchase another 12 diesel generators, on top of its earlier decision to procure diesel generators for Chernihiv Oblast.

Norway to provide over US$78m in additional economic aid to Ukraine

Norway will provide Ukraine with an additional 750 million Norwegian kroner (about US$78.5 million) to support the functioning of the state amid the full-scale war.

Source: European Pravda, citing a statement by Norwegian International Development Minister Åsmund Aukrust in an interview with VG

Details: Aukrust stated that the funds will help finance the salaries of public sector workers, social payments and infrastructure recovery.

The funding will be directed to the World Bank's SPUR 2 programme to support Ukraine. The Norwegian contribution will increase the amount of credit funds available to Ukraine.

Aukrust noted that every Norwegian krone contributed could secure approximately three kroner in loan financing for Ukraine. Thus, 750 million kroner (about US$78.5 million) could help raise over 2 billion kroner (about US$209 million) in loans.

The mechanism involves Norway providing the initial funding, with the World Bank using its credit capacity to raise funds on the financial markets, which are subsequently provided to Ukraine as loans.

The minister added that the war is being fought on the front line, but it is also fought every day by ensuring the functioning of society, guaranteeing that children can go to school, and ensuring that nurses treating the wounded receive their salaries.

Background:

• At the end of September, it emerged that Norway was increasing its financial support for humanitarian activities regarding Ukrainian children abducted by Russia, arbitrarily detained civilians and prisoners of war, announcing a new contribution of 25 million kroner (€2.3 million).

• It was also reported that Norway will allocate €90 million to the Ukraine Facility programme to promote reforms in the anti-corruption and energy sectors.

Former Ukrainian president Yushchenko writes open letter to Trump

Viktor Yushchenko, Ukraine's third president, has written an open letter to US President Donald Trump over his agreement with Russian ruler Vladimir Putin on diesel fuel.

Source: Yushchenko on Facebook

Quote: "And against this reality, Ukrainians hear calls that Ukraine should stop. That Ukraine should restrain its strikes against the infrastructure that finances and sustains Russia's war. That trade in Russian energy can somehow be separated from the missiles and drones Russia sends against Ukrainian families. It cannot.

Money paid for Russian fuel is not an abstraction called 'commerce' It finances an economy geared toward total war."

Details: Yushchenko also reflected on events more than three decades ago, when the Soviet Union was breaking up.

He noted that Ukraine had then possessed the world's third-largest nuclear arsenal. "In negotiations with our allies, we agreed to give it up. We did so because we believed that a world governed by agreements was safer than a world governed by nuclear weapons."

Quote: "In 1994, the United States of America, along with its partners, signed the Budapest Memorandum, providing Ukraine with official assurances of security, sovereignty, and the inviolability of our borders.

They pledged not to threaten or use force against Ukraine. America assumed a moral responsibility toward Ukraine. So how can anyone today, when a treacherous enemy has attacked us, forget America's signature on this document?"

Background:

• On 9 October, Trump said he had spoken to Putin and reached an agreement with him on the supply of Russian diesel fuel to the US and global markets.

• Ukrainian President Volodymyr Zelenskyy said Trump's decision to unilaterally lift sanctions on Russia and allow it to export diesel fuel was unfair and dishonest.

Russia has struck Kyiv energy infrastructure with ballistic missiles, Ukraine received no warning from partners – Zelenskyy

Russian forces launched a ballistic missile attack on Kyiv on the evening of 13 October, hitting the Darnytsia Combined Heat and Power Plant (CHPP-4) and a residential building. President Volodymyr Zelenskyy says Ukraine received no warning of the attack from its partners.

Source: Zelenskyy on X (Twitter)

Quote: "A Russian ballistic missile attack on Kyiv. Once again, no early warning from our partners. The main target was energy infrastructure, specifically CHPP-4. Unfortunately, it was hit. A residential building was also damaged, and rescuers are currently putting out a fire there. Our systems detected these missiles only when they were already virtually on approach to Kyiv. CHPP-4 is one of Kyiv's key energy facilities."

Details: Zelenskyy said that, according to intelligence reports, Russian forces are preparing further ballistic missile launches.

Quote: "The facts show that the Russians do not consider themselves bound by what the president of the United States said. Ukraine supported an energy ceasefire. Russia is targeting yet another power plant and the lives of our people.

And this is absolutely unjust: when they are destroying our energy infrastructure, and Ukraine is not even receiving early warnings about ballistic missile launches. It is important that the world does not stay silent about this. And it is important that the United States really see what is happening and who is responsible for this war continuing."

Details: The president urged Ukrainians to stay safe overnight and on 14 October.

Background:

• On the evening of 13 October, Russia attacked Kyiv with missiles. No air-raid warning was issued in advance. A residential building and a warehouse were hit.

• Ukraine's Air Force reported that it had received no information from partners about ballistic missile launches from Russian territory, which is why the threat was not announced in advance.

Estonian defence minister: Russia will definitely attack another country after war in Ukraine ends

Estonian Defence Minister Martin Herem believes that Russia will inevitably "test" another country regardless of how the Russia-Ukraine war ends.

Source: Herem in an interview with European Pravda

Details: Herem believes it is obvious that Russia will begin to build up its military weight day by day as soon as the Russia-Ukraine war is over.

Quote: "When they stop here in Ukraine – it doesn't matter how, whether you kick them out beyond the border or the war is just frozen – then day by day they will start collecting military fat. And given their attitude, they will definitely test somebody".

Details: At the same time, the Estonian defence minister is not certain that Russia will choose his country.

Quote: "Whether their first attack would be against Estonia, I'm not sure. It could be also Latvia or somewhere else. What Russia wants to achieve is influence. They need power. For that, they don't need to occupy, for example, Estonia. They need to harm us and to make us distrust each other, both in the attacked country and among the Allies".

Details: Herem believes Russia could attack NATO "just to break NATO".

When asked how exactly, he said Russia could act either just below the threshold of Article 5 or even triggering Article 5.

Quote: "Under Article Five, but also with Article Five, here they also have a chance to break us. Because when Article Five is invoked, and we win, but the victory is too ugly, then many start blaming NATO and each other. And that again is a moment where Russians will offer the solution. 'Let's talk, let's do business as usual' and so on. And once we are under Russian influence, we go down."

Details: Herem was also asked whether he can see any way of preventing subsequent Russian attacks.

Quote: "I'm not sure if we can deter the mad person. What we have to do is to prepare. And that's the only thing. We have to prepare very seriously [for an attack], and in doing so, we may prevent it. To be ready."

Background:

• Earlier, Polish Prime Minister Donald Tusk said he had spoken with NATO Secretary General Mark Rutte about the security situation in Eastern Europe and battlefield developments in the Russia-Ukraine war. • On 28 August, Tusk said there are signs that Russia is seriously preparing for an escalation and suggested the next seven to eight months could be critical for the security of Ukraine, Poland and the region as a whole. • Meanwhile …

Cost of insuring warehouses skyrockets in Russia following drone strikes

Insurers have hiked the prices of insurance policies due to massive Ukrainian strikes on large warehouse facilities in Russia, which have caused multi-billion-rouble losses for major online marketplaces.

Source: The Moscow Times, as reported by Ukrainska Pravda

Details: According to the services Polis.online and Rental Pro, the average rate for warehouse insurance in Q3 2026 has increased 13-20 times year-on-year and nearly 7 times compared to Q2 (reaching 2% of the property value).

Market participants told Russian media outlet Vedomosti that the cost of policies for large warehouses has risen even more steeply.

For instance, at Renaissance Insurance, the cost of a policy for a Class A dry warehouse went up 37.5 times between June and September, rising from 0.08-0.15% of the insured sum to 3-5%. The broker Mains estimated that insuring a warehouse containing inventory worth 10 billion roubles (about US$100 million) would cost up to 500 million roubles (US$5 million). A year ago it cost 20-25 million roubles (US$200,000-250,000).

The Moscow Times notes that Ukrainian forces began striking large Wildberries warehouses in mid-July, and Ozon facilities late August.

According to the report, Data Insight estimates the losses suffered by Wildberries due to the destruction of warehouses and infrastructure at between 147 and 280 billion roubles (about US$1.47-2.8 billion), and Ozon's losses at approximately 100 billion roubles (US$1 billion).

Background:

• The Russian company Yandex announced the shutdown of a data centre in Vladimir following a drone attack. Prior to that, a Yandex data centre in Sasovo, Ryazan Oblast, completely ceased operations after a drone attack.

• Following a series of Ukrainian attacks on Wildberries logistics centres, the company announced a tender for the supply of 478,000 sq m of galvanised metal mesh for the eight Russian regions where it has logistics hubs.

• Ozon's share price plunged 12.7% to 2,600 roubles (about US$26) on the Moscow Exchange after Ozon warehouses in various regions of Russia were attacked by drones for three days in a row.

• In August, Kremlin leader Vladimir Putin instructed the Russian government to adopt a programme to rebuild logistics and warehouse facilities damaged by Ukrainian strikes, which he described as "terrorist attacks".

"She loved the children and her work so much": the kindergarten teacher killed in a Russian attack on Kyiv

On the evening of 12 October, a high-rise building in Kyiv's Darnytskyi district was hit by a Russian drone just as Tetiana Musiienko and her husband Mykola were walking past. The 59-year-old kindergarten teacher was killed and her husband is in a serious condition.

Source: Tetiana and Mykola's daughter Aliona Musiienko on Instagram

Details: Aliona said her parents were right next to where the impact occurred. Mykola had met his wife from work, as he did every day, and they were walking home together. The couple were just 50 metres away from the apartment building where they lived.

Tetiana was killed and Mykola was taken to intensive care. Oleksandra Kochut, a friend of Aliona's, told Ukrainska Pravda.Zhyttia (Life) that Mykola is now out of intensive care, but his condition remains serious.

Tetiana worked as a teacher at kindergarten No. 166.

Quote from Aliona: "She loved the children so much that everyone would ask to be in her group. She was always a really cheerful person, she was amazing at painting, she used to write poems.

My mum had an extremely difficult childhood. Her feet were size 33 (US shoe size 1) because there was no money to buy shoes and she wore the same pair for years. The craziest thing is that when she was a child, she used to walk along the very same road where the impact occurred, except back then there were these amazing meadows there."

Details: Oleksandra also said Tetiana "was the most wonderful person".

"I could talk to Auntie Tania for hours. There aren't enough people like her in the world. She was always happy to help and support everyone, and she loved the children and her work so much," Oleksandra said.

A fundraiser has been opened to support the family.

Background:

• The Russian drone hit the 25-storey residential building between the 11th and 15th floors. Another person is known to have been killed – they were in a car in the courtyard at the time of the strike.

• Eleven people were injured, suffering shrapnel wounds, contusions and lacerations.

Zelenskyy: Ukraine did not strike overnight, while Russia hit gas stations and energy infrastructure

President Volodymyr Zelenskyy has reported that Ukraine did not attack any energy facilities in Russia on the night of 11-12 October.

Source: Zelenskyy in an interview with Fox News

Quote: "We didn't attack any energy objects on the territory of Russia because President Trump said that there will be an energy ceasefire between Ukraine and Russia. And we didn't attack, but Russia attacked our gas stations, energy infrastructure, infrastructure and other things."

Details: Zelenskyy noted that Russia's actions show it "doesn't know anything about energy ceasefire", so it is necessary to increase pressure on it.

Background:

• On 11 October, Trump claimed that Ukraine and Russia have agreed to an immediate energy ceasefire.

• Barak Ravid, a journalist at American news portal Axios, said Zelenskyy was unaware of the "energy ceasefire" between Ukraine and Russia announced by Trump but is willing to agree to it.

• On 12 October, Zelenskyy declared that Ukraine is ready to sign a commitment to refrain from strikes as part of an energy ceasefire, but Russia must also demonstrate its willingness to agree to the arrangement.

Russia's Yandex will need six months to replace drone-damaged equipment

The Russian company Yandex will need at least six months to replace the damaged infrastructure of three data centres that came under drone attacks between 8 and 11 October.

Source: Russian media outlet The Insider

Details: Yandex will have to procure new equipment through multiple sources, including abroad, to offset the losses more quickly.

Obtaining a significant volume of server equipment before the end of 2026 is virtually impossible, IT market participants commented to the Russian publication Kommersant. They expect that increased demand from cloud providers will lead to an additional rise in server prices as early as the fourth quarter.

Yandex acknowledged that it cannot yet state a timeline for the repair of the infrastructure.

Market participants also expect prices for server equipment and cloud services to increase due to a deficit in computing capacity and the costs associated with protecting against new attacks.

The Insider discovered that certain Yandex Cloud services have already grown in price by more than 16.6% following two tariff hikes in 2025-2026.

Other data centre operators have begun procuring anti-drone protective equipment. Some are already modernising protection systems for external engineering infrastructure. These costs will subsequently be reflected in the price of cloud services for customers.

The specific estimates for the future tariff increases operators have not yet provided.

The previous price increase occurred on 1 May 2025, affecting the majority of cloud services. At that time, the company raised tariffs by 8%, also due to the rising cost of equipment and other expenses.

By comparing the data published by the company over two years, The Insider calculated that the cumulative tariff increase for individual cloud services reached 16.6%.

As of 12 October, Yandex has still failed to restore normal operation of its cloud platform following three drone attacks.

Yandex Cloud is still operating in emergency mode, with engineers working around the clock to restore the infrastructure. Clients continue to be advised to use alternative sites for data hosting and backup.

The company also warned of delays in technical support operations due to a high volume of inquiries. Meanwhile, Yandex provided no new details regarding the availability of individual cloud services.

Zelenskyy: US should have concluded a "diesel agreement" with Ukraine

President Volodymyr Zelenskyy believes that the United States should have concluded a "diesel agreement" with Ukraine, since it is Ukraine that determines which Russian oil refineries operate and which ships carrying Russian oil can navigate at sea.

Source: European Pravda, citing Zelenskyy answering the questions during the Warsaw Security Forum on 12 October

Details: Zelenskyy expressed doubt that the agreements reached regarding the supply of Russian diesel between US President Donald Trump and Russian leader Vladimir Putin will have an impact on the global market, as the agreed volume, according to him, is insignificant.

Quote: "If someone thinks otherwise, let them think so. I believe that other motives lie behind this decision. If so, then why isn't America concluding an agreement on diesel fuel supply with Ukraine?.. We influence whether these vessels move. We determine whether the oil refineries operate. Let's do that."

Details: Zelenskyy once again reiterated the energy ceasefire, emphasising that uninterrupted power supply is what matters to Ukraine.

Quote: "If they can guarantee the protection of our power grid, we will not interfere with their diesel infrastructure. For us, power supply primarily means helping people. Power supply is important for people, but this [stopping Russian strikes on Ukraine's energy infrastructure – ed.] is also helpful for Europe, as everyone knows that we are connected to the European grid, and if our energy sector is not targeted by attacks, we will be able to help other countries."

Background:

• Zelenskyy stated that when it comes to an energy ceasefire, stopping Russian strikes on power stations and the energy grid is key, and the American team has been well informed about this.

• On 11 October, Trump in his social media Truth Social claimed that Ukraine and Russia had agreed to an immediate energy ceasefire.

• A White House official told Axios that an "energy ceasefire", as understood by the US president, means that Russia and Ukraine will stop attacks solely on each other's oil refineries.

EU have not yet seen Russia comply with the energy ceasefire

The European Union welcomes the agreement on an energy ceasefire between Ukraine and Russia, but has not yet seen Moscow complying with it, and therefore calls for increased sanction pressure.

Source: European Pravda, citing a statement by Kaja Kallas, High Representative of the EU for Foreign Affairs and Security Policy, before the start of the EU Foreign Affairs Council meeting in Luxembourg on 12 October

Quote from Kallas: "We welcome the energy ceasefire when it holds. We haven't yet seen that also Russia will stick to it. Personally, I would also welcome that the ceasefire would include people not being killed, not only energy."

Details: Kallas emphasised the importance of protecting Ukrainian energy infrastructure ahead of winter and at the same time cautioned against an agreement that would apply only to oil refineries.

"Energy is extremely important because the winter is going to be cold. And so it's important that it doesn't only apply to the refineries, where, you know, Ukraine has one, and Russia has plenty, so that is definitely in the benefit of the Russians," Kallas said.

She also called for continuing sanction pressure on Russia.

Background:

• On 12 October, the foreign ministers of the EU member states are set to approve 1,646 new listings – the largest ever amount of Russia sanctions approved at once.

• On 12 October, the EU Foreign Affairs Council will also discuss the possibility of introducing further restrictions on the movement of Russian diplomats between EU member states, potentially including a complete ban on travel outside the country to which they are accredited.

• On 11 October, Trump claimed that Ukraine and Russia had agreed to an immediate energy ceasefire.

EU chief diplomat responds to Trump's call: Ukraine needs ceasefire to hold elections

Elections cannot be held in Ukraine while the war continues, so international pressure should be directed primarily at Russia to force it to end the war.

Source: Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, ahead of a meeting of the EU Foreign Affairs Council in Luxembourg on 12 October

Details: Kallas stressed that elections in Ukraine could be held once hostilities had ended, while the international community's efforts should currently focus on forcing Russia to stop the war.

"Well, every, almost every constitution has provision that when you have a war going on, then you can't have elections, and I understand that President Zelensky has also said that if there would be a ceasefire, then he's willing to have the elections as soon as possible," Kallas said, commenting on US President Donald Trump's call for new elections in Ukraine.

The EU's top diplomat also pointed out that elections inevitably involve political competition within a country, while Ukraine continues to face external aggression.

"Elections are always fighting between different groups inside the country while the attacks are coming from outside, and that's why it is really important to keep the people together while the war is going on," she said.

Kallas emphasised that international efforts should be focused on forcing Russia to end the war.

"If the pressure is put on Russia so that they will stop this war, I'm sure that Ukraine will have elections," she noted.

Background:

• US President Donald Trump said on 10 October that he believed it was time for Ukraine to have a new president.

• In response, Ukrainian President Volodymyr Zelenskyy said that Ukrainians should decide who their president is and that he was prepared to organise elections if Russia agreed to a full 60-day ceasefire.

• On 12 October, Kallas said she saw no evidence that Russia was observing the energy ceasefire and called for continued pressure on Russia.

Ukraine ready to stop striking Russian refineries if Russia stops attacking Ukrainian energy infrastructure – Zelenskyy

President Volodymyr Zelenskyy has said Ukraine is ready to stop striking Russian oil refineries, provided Russian forces stop attacking Ukraine's energy infrastructure.

Source: Zelenskyy on X (Twitter)

Quote: "The real cause of the war in Europe is Russia and Russia alone. It is possible to stop strikes on energy infrastructure as early as today, but Putin does not want to do so. Ukraine will be ready to stop striking Russian oil refineries if Russia stops striking our energy infrastructure. Any de-escalation steps must be reciprocal and backed by real guarantees."

Details: Zelenskyy stressed that any de-escalation measures must be mutual and backed by genuine guarantees.

Meanwhile, the president reported that, in the past week alone, Russian forces had launched around 1,450 guided aerial bombs, 75 missiles of various types and more than 1,640 attack drones at Ukraine, around 60% of which were jet-powered.

Background:

• On 9 October, US President Donald Trump said he had had a "highly successful discussion" with Kremlin leader Vladimir Putin and reached an agreement on lifting sanctions on Russian diesel fuel.

• Zelenskyy strongly criticised Trump's actions, describing the easing of sanctions as an "absolutely terrible" move. He stressed that this "birthday present for Putin" will provide Russia with billions more to continue the war.

Trump says it is time for Ukraine to get a new president who will make a deal with Russia

US President Donald Trump believes it is time for Ukraine to get a new president who could strike a deal with Russia.

Source: Trump in a comment to journalists in Maryland, broadcast by DWS News

Quote: "I think it's time for Ukraine to get a new president... I suggest they get a new leader who can make a deal, because he could have made many deals and, for some reason, he never does."

Details: Trump claimed that President Volodymyr Zelenskyy could have ended the war many times but has not.

"We said, 'you can do whatever you want to Russia, don't hit the refineries', because that's a world problem that's caused. He wants to make problems for the world," Trump said of Zelenskyy. He further accused the Ukrainian president of disrupting diesel supplies to US farmers by striking refineries, saying Russia supplies much of the world's diesel and that Zelenskyy should stop.

"Russian oil and petroleum products have been subject to EU sanctions since 2023. Since then, Germany has not imported any oil or petroleum products from Russia. Our supply is diversified; we do not rely on Russian oil," Reiche noted.

Background:

• Trump said the previous day that he had spoken with Putin and reached an agreement with him on supplies of Russian diesel fuel to the US and global markets.

• The Finnish prime minister has called the agreement a "terrible disappointment".

• Estonian Prime Minister Kristen Michal has described the US president's decision as a major mistake and called for increased support for Ukraine to help it "turn Russian oil refineries into ruins".

Zelenskyy: US used meeting with us to strike deal with Putin behind our backs

Ukrainian President Volodymyr Zelenskyy has accused US President Donald Trump's team of acting dishonestly by inviting a Ukrainian delegation to talks in the United States before striking a deal with Kremlin leader Vladimir Putin behind its back to lift sanctions on Russian diesel.

Source: Zelenskyy in a telephone interview with Axios

Details: Zelenskyy said that a few days ago, US Special Envoy Steve Witkoff proposed a meeting in Florida to discuss new American ideas for ending the war. However, during talks between the Ukrainian delegation and Witkoff and Jared Kushner, the US side did not once suggest that it was considering a deal with Russia to purchase millions of tonnes of diesel fuel.

It was only an hour before Trump's official announcement that the Ukrainian negotiators were informed that the US president planned to speak to Putin and lift sanctions. Zelenskyy stressed that this was unfair to Ukraine.

Quote: "Steve proposed to meet in Florida. And of course I accepted to go there and speak about the possibilities of negotiations. The Americans said they have some ideas and we agreed to come to discuss.

It's not honest, really, because we tried to build our relations in the best way. It looks like that they used this opportunity to meet us from one side, and from the other side called Putin and negotiate this."

Details: Zelenskyy stressed that he would support easing energy sanctions only in exchange for an energy ceasefire. Instead, he said, the current situation demonstrated US weakness, as Washington had secured no concessions in return.

Quote: "What did [Trump] get? That he will have more diesel? For whom? More Russian diesel for Americans? It shows weakness of the world. It looks like Alaska No. 2.

You know, it looks like a happy birthday present for Putin. It looks absolutely terrible."

Details: Zelenskyy also suggested that Trump's representatives were trying to secure another visit to Moscow through the agreement.

Quote: "If you allow them to export diesel, and you think before that you have to go to Russia to negotiate, it looks that you are buying this meeting. Maybe I'm not right. But it looks this way. Otherwise, why do it?"

Details: Zelenskyy said he plans to obtain a full briefing from the Ukrainian negotiating team to establish whether the agreement is connected to the planned visit to Russia by Trump's envoys.
