Why ggseg atlases became function calls: R can't re-export a dataset from one package's namespace into another, and the whole ggsegverse depends on being able to.

I had a clever .onLoad() workaround that worked. I asked the #rOpenSci Slack "does this smell?" and it did. Two people landed on "just use a function" independently.
